Vaccine Access in Oregon is at Risk
Oregon’s Vaccine Access Program (VAP) is a bulk purchasing system that was established over 20 years ago and has since operated off of the same pot of funding.
Enrolled clinics are able to access vaccines for their patients at no upfront cost, then pay the program back once they bill insurance or the Vaccines for Children program. It has operated off of the same pot of funding for decades, and no additional funding has ever been allocated. The number of providers enrolled, vaccines to manage, and the cost of vaccines have all increased significantly since 1999
The Vaccine Access Program is currently closed to enrollment, and the Oregon Health Authority anticipates beginning to disenroll clinics to a bare minimum operation starting in July 2027. This kind of reduction will threaten vaccine access statewide, but particularly for low-income populations, rural communities, and historically marginalized groups.
